New eBay account with Payoneer – getting only offline payment options (checks/money orders), no PayPal or card

Trying to list trading cards on eBay, but I'm not seeing any online payment options at all.

Here's what's going on:

Account is new and verified, Payoneer is linked for payouts
eBay says payments should be automatic once a payout method is set up
When creating a listing, zero online payment options (no PayPal, no card processing — nothing)
Only options are offline: check, money order, cash on pickup
If I don't pick one, it won't let me list the item
Tested buying from another account: my listing only shows offline payments, while other sellers have normal checkout

I've already tried:

Switching categories
Waiting a few days
Going through every setting I can find

Has anyone else run into this? What actually fixes it? Is it more verification? Just a new account restriction?

Any help appreciated.

I had this exact problem last month.
The fix was going into Account Settings > Payments > Managed Payments and finishing the signup process. Even with Payoneer linked, I hadn't completed the final steps for business type and terms. Once I did, online payments turned on within 24 hours.

What category are you using? Trading cards and collectibles have extra restrictions.
I've seen subcategories that default to offline only unless you're an established seller. Try listing under Toys & Hobbies as a test — if online payments show up there, it's category-related.

Also double-check your account status. New accounts often get temporary restrictions.
Check your Seller Dashboard for any flags or limitations. You might need to call eBay support – they can manually review and lift it.

This usually happens when your eBay Managed Payments setup isn't fully finished. Linking Payoneer is only part of it.
Go to Account Settings > Payments and check for any pending verification. You may need to upload ID or address proof. Online payments won't unlock until that's done.

If you've tried everything and it's still broken, here's the fastest way to get it fixed. Don't just open a generic ticket. Go to eBay Help & Contact → select "Payments" → choose "I can't complete my Managed Payments registration" → then request a callback (not email). When you get on the phone, have these ready: your ID (passport or driver's license), proof of address (bank statement or utility bill), and your Payoneer account statement showing your name and account info. Tell them exactly: "I've linked Payoneer but online payment options aren't appearing when I list. Can you manually check if my Managed Payments registration is fully completed?" I did this last week – was resolved in 2 hours after weeks of nothing.
